В этом аспекте целью изучения стал анализ и оценка проявления устойчивости классической «тройной спирали» в условиях цифровой трансформации экономики, а также внедрения искусственного интеллекта (ИИ). Динамика инновационного развития в ХХI веке показала, что происходят эволюционные подвижки в экономической мысли о роли концепции «тройной спирали» в цифровой экономике, приемлемости её критериев при моделировании в многоуровневых экосистемах. В ней предложена приемлемая в этих условиях цифровой экономики концептуальная трактовка модели Triple Helix, создающая основу для устойчивого технологического прогресса. В рамках исследования предложена расширенная модель Triple Helix 2.0, учитывающая влияние цифровизации и ИИ как катализаторов инновационного процесса, ускоряющих взаимодействие между ключевыми акторами инновационной экосистемы.</p><p>Особое внимание уделено применению данной модели в Казахстане и адаптации её к условиям цифровой экономики, а также выявлению вызовов, таких как недостаточная развитость венчурного капитала и проблемы с трансфером технологий. Ожидается, что интеграция цифровых технологий и ИИ повысит эффективность трехстороннего взаимодействия, создавая условия для формирования устойчивых инновационных кластеров. В статье исследованы возможности внедрения ИИ для ускорения инновационного развития Казахстана. Работа включает анализ международного опыта применения модели Triple Helix и её адаптации в странах с развитыми и развивающимися экономиками. В ней подчёркивается, что для успешной реализации модели Triple Helix 2.0 в Казахстане потребуется создание устойчивых инновационных кластеров, развитие научной и образовательной инфраструктуры, а также активизация роли государства в формировании условий для инновационного роста. В заключение отмечается, что интеграция цифровых технологий и ИИ является ключевым элементом для создания адаптивных и устойчивых инновационных экосистем, способствующих экономическому и социальному прогрессу.</p></abstract><trans-abstract xml:lang="en"><p>The object of this article's research is the conceptual model of the Triple Helix by Itzkovich and Leydesdorff, which examines the interaction among universities, business, and government and situates it in the context of digital transformation and the implementation of artificial intelligence (AI). In this regard, the study aimed to analyze and evaluate the manifestation of sustainability within the classical "triple helix" in the context of the digital transformation of the economy and the introduction of artificial intelligence (AI). The dynamics of innovative development in the 21st century have shown that evolutionary shifts are taking place in economic thought regarding the role of the “triple helix” concept in the digital economy and the acceptability of its criteria for modeling in multi-level ecosystems. It proposes a digital economy that is acceptable in these conditions. conceptual interpretation of the model Triple Helix, creating a foundation for sustainable technological progress. The study proposes an expanded Triple Helix 2.0 model that accounts for the impact of digitalization and AI as catalysts for the innovation process, accelerating interactions among key actors in the innovation ecosystem. Particular attention is paid to the application of this model in Kazakhstan and to its adaptation to the conditions of the digital economy, as well as to identifying challenges, such as the insufficient development of venture capital and problems with technology transfer. The integration of digital technologies and AI is expected to improve the effectiveness of trilateral interactions, creating conditions for the formation of sustainable innovation clusters. The article explores the possibilities of implementing AI to accelerate innovative development in Kazakhstan. The work includes an analysis of international experience with the Triple Helix model and its adaptation in countries with developed and developing economies. It emphasizes that for the successful implementation of the Triple Helix 2.0 model, Kazakhstan will need to create sustainable innovation clusters, develop scientific and educational infrastructure, and strengthen the state's role in creating conditions for innovative growth.
