В статье впервые предпринята попытка изучить и оценить опыт внедрения Единой государственной системы делопроизводства в Казахстане. На основе анализа имеющейся научной литературы и комплекса архивных документов авторами изучены история предпосылки разработки и внедрения системы, выявлены многообразии элементов составляющие ЕГСД как целостную систему и обобщен опыт внедрения ЕГСД в Казахстане, также выявлены основные достижения и трудности. связанные с ее внедрением. Отечественная наука о документе испытывает дефицит в отношении изучения и обобщения опыта работы с бумажными документами и научно-техническими документами. Данное исследование обращает внимание на исторические корни одной из актуальной проблемы делопроизводства, без выявления которых невозможно правильное понимание современного состояния и актуальных задач. стоящих перед исследователями в сфере делопроизводства, а также архивного дела. ЕГСД представляющая собой модернизацию комплекса процессов в работе с документами имела ряд положительных черт как унификация форм документов, разработка унифицированных систем документов и государственных стандартов на них и на терминологию, организация «жизненного цикла» документа с момента его создания или поступления до сдачи в архив. В результате исследования определено, что делопроизводство является неотъемлемой частью системы государственного управления и конкретным видом деятельности. Показано, что внедрение ЕГСД во всех сферах обеспечила рациональную организацию работы с документами на научной основе. Несмотря на масштабность ЕГСД, незавершенность и трудности в процессе ее внедрения в Казахстане система является оправдавшей себя так как она способствовала дифференциации традиционных методов работы с документами в условиях автоматизации управления, а также в работе с научно-техническими документами.Цель статьи – на основе научной литературы трудов и архивных документов проанализировать и оценить особенности реализации Единой государственной системы делопроизводства в советском Казахстане, направленная на оптимизацию работы с документами для динамичной работы аппарата управления.
The article explores and evaluates the experience of implementing the Unified state system of records management (EGSD) in Kazakhstan. Based on the analysis of relevant literature on the topic and a set of archival documents, the authors have looked into the history of the development and implementation of the system, identified the diversity of elements that make up the EGSD as a holistic system and summarized the experience of implementing the EGSD in Kazakhstan, and also identified the main achievements and difficulties associated with its implementation. The national science of documents in Kazakhstan is experiencing a deficit in relation to the study and generalization of experience in working with paper documents and scientific and technical documents. This study draws attention to the historical roots of one of the current problems of office work and records management, without identifying which one it is, making it impossible to properly understand the current state and current tasks facing researchers in the field of office work and records management, as well as archival work. The EGSD represents a modernization of a complex of processes in working with documents, has many positive features such as the unification of document forms, the development of unified systems of documents and state standards for them and for terminology, the organization of the “life cycle” of a document from the moment of its creation or receipt until its submission to the archive. The study results have determined that office work is an integral part of the public administration system and a specific type of activity. The study also shows that implementing the EGSD in all areas has ensured rational organization of work with documents on a scientific basis. Despite the scale of the EGSD, its incompleteness, and difficulties in the process of its implementation in Kazakhstan, the system has proven itself as it has contributed to the differentiation of traditional methods of working with documents in the context of automated management, as well as in working with scientific and technical documents.The purpose of the study, based on relevant literature on the topic, works, and archival documents, is to analyze and evaluate the features of the implementation of the Unified state system of records management (EGSD) in Soviet Kazakhstan, aimed at optimizing work with documents for the dynamic work of the management apparatus.
